“Tarifinfos” – Updates about the Collective Bargaining Round

TVStud wird Thema der zweiten Verhandlungsrunde, die Arbeitgeber verstecken sich hinter einer Minderheit von Gegenstimmen

Liebe Mitstreiter*innen, liebe Kolleg*innen,

Der erste Verhandlungstag ist rum und wir können eine positive Nachricht melden: TVStud wird auf jeden Fall Thema bei der zweiten Verhandlungsrunde am 02.11. in Potsdam! 

Gleichzeitig hat sich in den ersten Gesprächen gezeigt, dass die TdL uns wie erwartet keineGeschenke machen wird und wir nur durch Druck und Gegenmacht unsere Forderungen nach Tarifierung und besseren Arbeitsbedingungen durchsetzen können. DieFinanzminister*innen verweisen auf die wenigen Gegenstimmen in ihren Reihen, die eine Tarifierung von uns Hilfskräften und Tutor*innen ablehnen. Hochschulen und Wissenschaftsministerien seien dagegen und für einen Tarifvertrag wollte man sich nicht aussprechen. Damit ignorieren sie die klaren politischen Mehrheitsverhältnisse, die für eine Tarifierung oder eine Verbesserung der Arbeitsbedingungen sprechen: Es steht 10 zu 5 und Berlin hat bereits seit 1980 einen TVStud!

Wir wollen dieses Versteckspiel nicht hinnehmen und sie in die Verantwortung nehmen, ihre Versprechen einzuhalten. Am 02.11., dem Beginn der zweiten Verhandlungsrunde, werden wir sie daran erinnern!

Jetzt ist die Zeit sich zu organisieren und der TdL geschlossen entgegenzutreten. Wir wissen am besten um unsere schlechten Arbeitsbedingungen und warum wir einen Tarifvertrag brauchen, unsere Studie hat dies zur Genüge dargelegt. Jetzt beginnt die heiße Phase. Wenn sich die TdL nicht bewegt, dann tun wir es – wenn es sein muss auch mit Streiks. Tarifvertrag jetzt!


Tarifinfo #2 (24th October 2023)

Dear colleagues,

Now it’s getting serious. Negotiations on the collective bargaining of student employees start on Thursday. The second round of negotiations will take place on 2/3 November and the third and final round on 7/8 November. Especially in the period between the second and third negotiation dates, it can be assumed that strikes may occur.

Fittingly, our nationwide #Hochschulaktionstag (20 November) will also take place during this phase (www.hochschulaktionstag.de). If you want to go on strike on this day in addition to high-profile actions (assuming that there is no result in the second round of negotiations), then you need to approach your union fulltimers now and discuss this with them. In the end, you will need a call from ver.di and/or GEW to strike on this day if you want to take strike action together with many fellow workers in other cities.

In many cities, phone campaigns will take place over the next few weeks in which all trade union members, all participants in the “1-to-1 talks” from the last few weeks and all student workers who took part in the digital survey will be contacted in order to get them involved in the hot phase and especially November 20th. In addition, however, talking to people face-to-face is still crucially needed. There are two tools for this, which are available to you via the cloud.


Tarifinfo #1 (17th October 2023)

Dear colleagues, fellow students, and supporters,

by decision of the ver.di federal collective agreement commission for civil service (BTKöD), it is certain: our trade unions ver.di and GEW will make a collective agreement of the working conditions of student employees (student assistants) part of the upcoming collective bargaining round of the federal states. These will start on October 26 in Berlin. The next negotiation dates are November 2/3 and December 7/8 (both in Potsdam). Until November, we must be prepared to go on strike and take to the streets in support of our demands.

With their decision, the ver.di BTKöD followed our ver.di TV-Stud negotiating commission, which is made up of delegates elected by you from the ver.di regional districts and in which the demand discussions from the local initiatives and the GEW negotiationcommission were brought together on the basis of more than 7,000 demand surveys.

Why does official communication speak of “expectations” and not of “demand” for a collective bargaining agreement?

The distinction between demand and expectation stems from the fact that in theupcoming round of collective bargaining only the remuneration tables of the federalstates’ collective bargaining agreement have been explicitly terminated. In this context ourexpectations deal with legal reasons and say nothing about the nature of our concern. Thisalso does not affect any strike activities. Stay in touch with your local union secretaries andwatch out for (last minute) announcements. When the time comes, we will see each otheron the streets.

Our aim is a collective agreement for student employees, for instance via inclusion in the scope of the collective agreement of the federal states (TV-L).

  • (Recreational) holiday entitlement of 30 days (fulltime equivalent)
  • Regulation of continued payment of wages in case of illness (i.e. at least 6 weeksand beginning from the 1st month), annual bonus payment and surcharge for work at unfavourable working hours

Unser Ziel ist eine Entprekarisierung der Arbeitsbedingungen studentischer Beschäftigter. Kurzen Vertragslaufzeiten, Kettenbefristungen, unbezahlter Mehrarbeit und geringfügigen Beschäftigungen wollen wir ein Ende bereiten.

Our aim is to de-bureaucratize the working conditions of student employees.
We want to put an end to consecutive short-term contracts, unpaid overtime and marginal employment.

  • minimum contract terms of 24 months
  • work hour minimum of 40 hours/month (shorter working hours at the request of the employee)

Our goal are nationwide standardized job titles, standardized job descriptions forassistants and tutors as well as a standardized hourly wage.

  • 16.50€ in the 1st year of employment
  • from the 2nd year: 17.50€
  • from the 3rd year: 18.50€
  • calculation starts with the first contract of employment
